As a follow up to a discussion on Make WordPress Core, could we please have a tests focus added for Core Trac?

This focus is for tickets with the sole purpose of adding tests. The use of a focus allows a component to also be selected that describes what area of the code base the tests are responsible for.

While making the patch I noticed there was a unit tests focus that was commented out. I checked, and there are currently 0 tickets open or closed in Core Trac with this focus, so seems good to rename this to avoid possible confusion in the future.
