Configure #core-build-test-tools in Core Trac

#core-build-test-tools has been created in Slack to serve as a home for discussions around our related tooling to bring some of these conversations out of DMs. New tickets, commits, and announce privileges need to be configured.

core-build-test-tools' => get_committers(),

This should not be required, as the parent channel should be detected as #core which all committers have announce to.

I'll test that though before commit.

Patch updated to remove the get_committers() piece @dd32 mentioned isn't necessary.
