Plugin directory email: Mention in the "3 months rejection" email that they will be queued.

After a rejection for no progress in 3 months, we want to make it clear that they will have to wait in line (like everyone else) if they want their plugin to be reviewed again.

In the 3 month rejection email text, which is available at ​class-plugin-rejected.php \Plugin_Rejected::reason_3_month()

Add bellow "- Once your plugin is corrected..."

A new point with the following text:
"- You will then have to <strong>wait</strong> your turn for the team to review your plugin again."
