### Steps to Reproduce

  1. Visit

​https://make.wordpress.org/polyglots/2025/04/11/request-to-unify-korean-locale-slug-as-ko-remove-redundant-_kr/

  1. Hover over any comment author's Gravatar
  2. Expected: Hover card with user info appears

Actual: No hover card displayed
