Inconsistent display of Jetpack Like button across Make Team blogs

Description
The Jetpack Like button appears only on individual posts of the Meta Team blog and not in the feed view. On other Make Team blogs, the Like button does not appear even on individual post pages.

This seems to be a configuration or MU plugin scope issue, and I’d like to understand how it is enabled on the Meta blog but not elsewhere.
Ultimately, my goal is to implement features like the Jetpack Like button, social sharing icons, and Gravatar hovercards on a Rosetta site. Investigating this discrepancy is an important step toward achieving that.
Would appreciate any insights into how these features are enabled selectively across the network. Thanks!
Jetpack Likes (and all Jetpack settings) are configured on a per-site basis, and appear to be enabled on Make/meta, but probably not elsewhere.
I believe we previously intentionally had likes disabled, as it requires a WordPress.com account to like (and the audience of WordPress.org doesn't always have one), but it's been enabled at some point on make/meta - which makes it the exception, not the expected.
I don't think this really required a ticket, nor a change to be made to the configuration.
