Description
In #core57600 the Twemoji library used by WordPress Core was updated to use a fork of the original library as Twitter no longer maintain it.
The link in the credits API for 6.5 onwards needs to be updated to point to the forked repo https://github.com/jdecked/twemoji.

The patch I have created is being rejected as spam due to the number of links. I've uploaded it to a thread the #meta channel in Slack.
Seemed to work for me so not sure, although maybe permissions helped.
