Link @usernames across network

Description

I doubt we'd want this feature in core, but we should link username across all the sites in our wordpress.org network. It's annoying to @someone and not have their username show as a link because they weren't added specifically to the make/meta blog, but are on the make/core blog.

Can we write a plugin to do this for wordpress.org? (Or maybe one already exists?)

I think o2 may have that built-in.

@-mentions are a P2. Any restriction on this is embedded in P2. If someone can identify where, I'm sure we can come up with a workaround.

I just tested this. @nacin fixed this a while ago across the Make sites, minus handbooks.
