Description

When closing plugins, the reason for the closure is "This closure is temporary, pending a full review." when the closure is not by author-request.

When plugins are closed due to 'Merged into Core' or 'Unused' these closure reasons should also be made public immediately.

Closures due to Security, Guidelines, Trademarks, and any other statuses that may be reversed by author action, should continue to have a 60 day delay.

Plugin Directory: Show closed by unused and merged-into-core immediately (like by author requet) instead of temporary closure for 60 days.
