New layout for Photos submission

Description
The current layout of the photos submission form is a non-full width column, with content space at the top that changes dimensions as photos are added, pushing the form lower and lower on the page. With 10 images in the queue the form is quite far down. I'd like to suggest we make it 2 column, using more horizontal space, with the form on one side and the photo info on the other.
