Don't count inactive, archived, deleted plugin translations and hide them

Description
We don't count translations for inactive (old ones that are not updated for some time), archived, deleted themes. They are also hidden if we go to waiting themes strings. When a theme receives an update, it will be back on list.
Please do the same for plugins :)
It will help us keep track of things.
