Theme Directory: Inconsistent theme counts/display of old themes

Description
The theme directory indicates that it's a listing of "more than 14000 free themes", but the default view and the popular view only show the latest 8000 or so, because of the cut off for themes that haven't been updated for a long time.
The 'Latest' view, however, does show all 14000 themes.
It seems like we should be more consistent about this; if we're going to suppress out of date themes, they should be suppressed in all views, and also not included in text indications of counts.
