"Back to top" sidebar prevents page scrolling when hovered

When the cursor is placed over the "Back to top" sidebar on handbook pages, the page can no longer be scrolled using the mouse wheel. Scrolling works normally when the cursor is over the main content area. The issue appears to be related to the fixed sidebar covering a large area of the page and capturing scroll interactions.

Steps to Reproduce
Visit ​https://make.wordpress.org/meta/handbook/about/projects/meta-janitors/
Scroll down the page.
Move the mouse cursor over the "Back to top" sidebar on the right side.
Try to scroll using the mouse wheel.
Notice that the page does not scroll.
Move the cursor back over the main content area.
Try scrolling again.

Expected Result
The page should continue scrolling regardless of whether the cursor is over the content area or the "Back to top" sidebar.

Actual Result
The page does not scroll while the cursor is over the floating "Back to top" sidebar, but scrolling works normally when the cursor is over the main content area.
