Add "Needs Reproduction" report to the official Core Reports page

The Test Team maintains a useful custom Trac report that isn't currently listed on the ​Core Reports page:

Needs Reproduction

• Existing report: ​Report 69
• Lists bugs that need reproduction — tickets marked reporter-feedback, or tickets needing testing that don't yet have a patch.
• Not currently listed on the Core reports page, and has no slug.
• Requesting a slug such as /needs-reproduction.

Note: the report previously proposed alongside this one, "Patches Needing Testing," was reviewed and found already listed on the Core Reports page under Getting Started, so it's not included here.
