Inconsistent secondary navigation menu on make.wordpress.org/docs/ pages

Description
The secondary navigation menu on the Documentation team site (make.wordpress.org/docs/) is not consistent across pages. The "People" link appears on some pages but not others, even though it should be part of the site-wide nav.
Steps to reproduce:
Visit https://make.wordpress.org/docs/handbook/
Nav shows: Handbook, Style Guide, Licensing
Visit https://make.wordpress.org/docs/licensing/
Nav shows: People, Handbook, Style Guide, Licensing
Expected behavior:
The secondary nav menu should be identical across all pages within the /docs/ site.
Actual behavior:
"People" link is missing from /docs/handbook/ but present on /docs/licensing/, causing an inconsistent navigation experience.
