Display security checkbox on trac for users with less than three tickets.

Description
Until a user has submitted three tickets, let's make sure they know that security reports should not go in trac.

The patch here is ancient and probably needs a total rewrite. The idea is sound but for now I'm going to close this ticket - feel free to re-open if it's necessary and can be implemented with the current schema.
