Restore Emeritus Committer: Andrew Duthie (@aduth)

Description

I currently have "Emeritus Committer" status (source) as a result of an earlier self-request after some years of inactivity. Since I am now actively contributing again, and since I have already encountered at least one situation where not having committer access has contributed to issues being unresolvable, I would like to have my committer access restored. While many of my contributions have been to the Gutenberg GitHub project, with an upcoming slate of work around adopting the WordPress Design System uniformly across the admin experience, I expect that I'll be need to be committing to the core codebase with more frequency again (e.g. Core#65776, Core#66026).

Posted on make/systems. I'll follow up with label updates once that's resolved.
