Make comments email notification doesn't work

Since day one, this didn't work for me and other reported this on Polyglots too.

Steps to reproduce:

• Login to wordpress.org
• Open some post on make
• Go to comment form; "Notify me of new posts by email" is by default checked
• Uncheck "Notify me of new posts by email", check "Notify me of follow-up comments by email", and submit comment
• If this was first time you submitted comment on this specific make blog, you'll get email from wp.com to confirm your subscription to blog posts from this specific make blog; if you already submitted comments before, you'll get nothing
• Go to comment form of that post again, same checkboxes statuses
• Someone replies, you don't receive email notification

I guess that this isn't general Jetpack issue as it would be happening on other sites that use Jetpack which I didn't notice.

I believe this is fixed. If you're still having issues, please file a new ticket with any issues. @kraft has fixed a number of these issues and will continue to fix them if they pop up.
