Add new tutorial shortcode to handbooks

Description

The docs team has decided to add a [tutorial] shortcode to the handbooks. They would like it to be purple (blue, yellow, red, and green are already in use) and use the hammer dashicon (f308). Other than that, it should be the same as other shortcodes.
