Tickets to Close Only Show When No Milestone

Description
The trac reports for components seem to show "2nd-opinion" tickets as candidates for closure. The "close" tickets do not show, unless the Milestone is deleted. Would like all "close" tickets to show up separately from other tickets needing review.
