Add feature plugins to make blogs

The make blogs already run trunk. We should be also be dogfooding the feature plugins. While the majority of interactions are through the P2 interface, enough people use wp-admin that the additional testing would be beneficial.

We have a nice raft of feature plugins, and I'd like to be testing them on the make network right now. :-)

oEmbed API has been installed and enabled on the make blogs.

It's currently not working correctly due to a Systems issue: https://make.wordpress.org/systems/2015/09/11/could-we-please-remove-the-x-frame-options/

I don't think we should automate installing the plugins, but rather install them when requested. If we do install them all, we need to monitor them closely and disable when merged. (A good number of the plugins aren't actually relevant to WordPress.org, fwiw.)
