Admins and Reviewers can comment. Admins (obv) have admin access to delete, but shouldn't or we bap 'em with a stick.

Plugin Reviewers should only need to be able to reply to notes, Plugin Admins
probably don't need more than quickedit, trash, and untrash.

Looks like the check for Plugin Admin doesn't honor Administrator as well.
