Plugin submission form doesn't have a success message

Migrating from #wp24725:

When succesfully submitting a plugin via http://wordpress.org/plugins/add/ there is no feedback if the submission worked, the page just reloads.

Maybe a "thanks" is in order because without feedback it seems like something went wrong.

Resolution → worksforme
Status new → closed

See attached screenshot :) We now refresh the page with a message telling you where things are and it lists your plugins :D
