Site Cloner: Ensure Custom CSS module is active

Description

The Site Cloner plugin relies on Jetpack's Custom CSS module being active, but it doesn't always check if it is or not. If Custom CSS isn't enabled, then the cloning process won't work.

When a user tries to preview or save, the Cloner should check if Custom CSS is active; if it isn't, the Cloner should activate it.
