List number of internal notes on plugin post list

Right now it lists a bunch of great info for devs, but for admins it would be nice if it showed us how many internal notes there were :)
That way an admin could know if a reviewer had left a note or not, since they don't have the ability to edit post status itself (and leaving an internal note doesn't change 'last edited').

Accidentally left in a function that doesn't do anything. This inherits the comments column from the parent class and outputs it as "Notes".

Being able to sort asc/desc on the notes column would be useful for quickly finding the plugins that have received a review of some kind.
