The sidebar includes the search widget but it's hidden because of a hide-if-js class, see https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html/wp-content/themes/pub/wporg-developer/searchform.php#L8.

The search form could need some styling too.

Known issue. The search widget was only enabled for the Theme Handbook yesterday but doesn't work out of the box due to the theme's handling and styling of the search form. It was left active since it was hidden and didn't disrupt existing behavior or appearance. Due to the US holiday, I hadn't worked the handbook search through to completion yet, but it's ongoing.
