Description
Following this discussion between @ipstenu and I @netweb:
A user should be able to have their bbPress role changed to "Blocked" on the front end, this action should also be able to be reversed with an "Unblock" action restoring the role back to "Participant"
Related: User actions
- "Flag Author" does not change their bbPress role, they retain the "Participant" role when flagged in this scenario
- "Spam Author"(#1960) will change the users role to "Blocked" and mark all the users topics and replies as spam.
