needs-dev-note keyword was ​introduced during the 4.6 cycle for tickets that need a developer note on ​https://make.wordpress.org/core/.

Let's add it to the keyword dropdown.

  • Keywords needs-patch added; has-patch commit removed

The description needs to be more general because the list is used on all Trac instances. Or we should only add the keyword to the core Trac.
