Add moderator badge to moderator forum replies

As was done for plugin/theme authors and contributors for their plugin-/theme-specific support forum replies (see #1993), moderators should be given a clear badge for their replies indicating they are a moderator.

A user's role is currently displayed as part of the user's information for a reply. By default this is "Moderator". However, if a user has a custom title -- as most moderators do -- then the custom title is displayed instead. It is not necessarily clear from a custom title that a user is a moderator.

Attached is a screenshot example of a current reply for a moderator with a custom title, as well as a screenshot of the same reply with the proposed badge.

The color chosen for the badge is the same used for the support team's profiles.wordpress.org contributor badges, but can certainly be changed.

This same badge would be shown for keymasters as well, since there is no need to differentiate such a role from moderators on the front-end.

In cases where a moderator is making a reply in a plugin/theme forum for which they would also be given an author/contributor badge, the author/contributor badge will take precedence and be the only one shown.

In a separate ticket, I plan to propose removing the display of a user's role (except when a custom title has been defined). This will remove the redundancy of seeing the label "Moderator" twice for a moderator without a custom title. The only role worth publicly noting is "Moderator", and this ticket should be how that's shown.

+1. I feel like distinguishing moderators like this would be great move to make it plain who's commenting.

I wonder if it would be worth adding the ability to remove the distinction (maybe a different ticket) in certain circumstances. For instance, if you were simply commenting in one of your plugin forums or doing non-moderator-related commenting.
