Guy on IRC can't register for a mailing list at ​https://wordpress.org/list/ That seems to be V1 stuff. Is there a better link?
so if you go here: ​https://codex.wordpress.org/Mailing_Lists#Announcement_Mailing_Lists and click on the link for number 1 (http://wordpress.org/support/profile/), you go to https://wordpress.org/support/topic/profile-and-cover-photo-not-changing-when-jetpack-is-activated/

Action items:

  1. ​https://wordpress.org/list/ needs to get ported over.
  2. Codex needs the relevant instructions. The current bbPress 2.x profile is not connected to mailing lists.

Is this still an issue? I'm unclear on whether it's a defect or enhancement.

Turns out this is still using the bbPress 1.x code base, so this will indeed need to be ported over to bbPress 2 at some point soon.
