Some profiles are linked via the @pings but some are not.

@Otto42 says it might be that it is only linking people who have user roles in the make site itself.

Perhaps there is a plugin that has not been migrated to fix that behaviour.

Sometimes that can happen, the best course of action is to just edit the post and write out those names again. That shouldn't happen too often though.
