Remove the "plugin" tag from popular tags of plugins

Description

"plugin" is the #3 most popular tag in the Plugin Directory. Can we please make that disappear?

This MAY get closed only because we're trying to refactor tags anyway. The original 'new' idea was only 4-6 pre-defined tags, but that didn't work, so we're going to be reimagining tags and categories with regards to plugins anyway.

@sam had some ideas on that.

Hey @miqrogroove! We should get you testing the new plugin directory. :)

In the first iteration of the new directory, we'll be displaying and using only the first five tags and will have no tag cloud or display any of the most popular tags. Eventually, we'll move to something more interesting, but we'll have to flesh that out.

For the current directory, we don't intend on making any changes at this point.

Are there any tickets for how difficult it is to navigate that plugin handbook?

Let's say I want to find https://developer.wordpress.org/plugins/wordpress-org/plugin-assets/

Where the hell is it? The only navigation path I could find is to click not on one of the topic links, but on the Chapter 16 title itself, scroll to the complete bottom of the page, and look under "Additional Reading". How does that make any sense?

As for the new directory, I feel instantly lost upon landing on the front page. I literally see only two things:

  1. A search box.
  2. Featured Plugins.

Where are my own plugins? Where are my favorites? Why are there only two plugins above the fold?

This is off topic for THIS ticket but.

https://developer.wordpress.org/plugins/wordpress-org/ is the .org information - I didn't put assets in the ToC because they're cross linked all over the place

We email ALL new devs with those links, we posted 'em on make/plugins, and we stopped shy of emailing y'all when we did the 4.7 release email since that went out so late.

It's also linked from wordpress.org/plugins-wp/developer so I'm not worried about NEW people finding it. I'm worried about older people a little, but since we're fixing the redirects in the new directory, not so much.

(The handbook etc has been out for over a year, and was notably mentioned when we updated the guidelines earlier this year. There's a practical limit to how much I can reach out to _everyone_ and get them up to speed :/ )

It's a good book. I'd just like to see the table of contents work better.

While they're not shown on w.org, they will be shown within WordPress. I just went ahead and removed the wordpress and plugin tags because it's pretty obvious it's a WordPress plugin. I don't think we have a need to expand that list in the short term.

I'm closing this since I think we've sorted it out. No more tag cloud, pulled those tags from the import, and we ignore it now.

We can always reopen :)
