Move available languages from development tab to meta section

Description

Since the new design and the return of the tabs languages have been hidden under the development tab. I'm pretty sure that everyone agrees that languages are not related to development at all.

I suggest to move them back to the sidebar in form of a popover.

Replying to ocean90:

I suggest to move them back to the sidebar in form of a popover.

Would that work for mobile, keyboard, and screen reader users?

#3028 suggests moving them to Details tab after the contributors list.
