Remove additional banner from devhub

The W line looks cool on the original design but it's adding unnecessarily to the header across the site. It particularly doesn't look good on the code reference. I suggest removing it from across the site to ensure consistency.

This is what I suggest we remove:

replacing it with a narrower bar such as this:
