Plugins to add to make/tide

The following functionality available on make/core appears to be missing on the new make/tide site. I'm including these all within a single ticket, but let me know if I should split these requests out... thanks!

• [ ] add [time] shortcode
• [ ] add revision note functionality

Activated.

Activated the o2 plugin to go with the theme, [time] shortcode should now work.

Activated the plugin.
