Description
When I created reusable blocks from the intro and outro of last week’s Tide summary post those two blocks did NOT appear in the email to Make/Tide subscribers.
Accordingly to @youknowriad:
Reusable blocks are “dynamic” blocks which means they are rendered on the server in the the_contents
hook (similar to shortcodes). I believe the email is using the “raw” post_content which only contains the “comments”
For more details, see the thread in Slack.

The subscriptions emails are handled by Jetpack, whose subscription emails are processed on the Jetpack Servers which is why Shortcodes and other Dynamic data in posts aren't included.
This will need to reported directly to Jetpack rather than WordPress.org if it still applies.
