When choosing to Edit Profile on profiles.wordpress.org on both mobile and
desktop, no anchor point to content.

Content editor doesn't appear in fold, and user can be left clicking
several times before noticing they need to scroll down.

Suggestions - load page to replace profile details at top of page, place
profile info side by side with editing experience or simply anchor point
to content.

Thanks for the report!

This has been fixed in [14553-dotorg] by removing most of the profile header when not on the main profile page. So when editing your profile (or your notifications, which was also affected), only a minimal header appears and the forms are visible without needing to scroll.
