​https://make.wordpress.org/?s=wordpress
​https://make.wordpress.org/page/2/?s=wordpress

Would we be happy 301'ing requests which match this pattern to the ​https://make.wordpress.org/support/?s={string} equivalent?

I don't think it should be expected that these redirect off to a global search, and I can't see anywhere that should result in these urls being accessed.

Let's just ensure that searches (this site has content, but it shouldn't be searched for) and all non-matching requests 404.

In 8288:

Make Theme: Ensure all searches and empty archives load the 404 template, and 404 correctly.

This is a bit funky due to some oddities in the theme template, site content, and meeting archives.
