Minify wp4.css

Various pages and templates load wp4.css; an unminified stylesheet. This should be minified (either manually, or in the production process).

The file extension should be updated to .min.css when this is complete.

Hahahaha! God help us all with that one. 😂

The global wp4.css is trouble all around. In the long run, we should endeavor to reduce it to a very minimal thing. But this is the long goal. For right now, I'm mostly happy if we're always referring to the CDN url for it.
