Remove "Flag Unresolved" from handbook pages

Description

The polyglots team, unlike other teams, uses the unresolved posts plugin. As a result, every handbook page adds the "flag unresolved" option to the page (assuming you have permissions). We should hide that option when the post type is handbook or perhaps only show it when the post type is post.
