i18n: Create list with CL-PTE's and their respective projects

The number of CL-PTE's (Cross Locale Project Translation Editor) is growing.
For contributors involved in the translation of WordPress, it becomes increasingly important to have a convenient way to find all CLPTE's and their respective projects, somewhere on https://make.wordpress.org/polyglots/ just like we already have https://make.wordpress.org/polyglots/teams/ and its sub-pages to easily find the translation teams for the various locales

Please develop a page that will list the CL-PTE's with Gravata, Username (linked to profile), Nice Name, and with a (linked) list of all their respective assigned translation projects.

Yes, it's important for GTEs to be able to access CLPTEs' info and their assigned project.

While I agree with @tobifjellner's idea for having a separate page to list CLPTEs, I think it should be very simple (just their display name/Gravatar/Slack/link to profile).

In addition, I'd like to see:

1) Filter: On https://translate.wordpress.org/locale/XX/, add a filter "CLPTE assigned" to list all projects with a CLPTE.
2) New Profile Tab: On https://profiles.wordpress.org/USERNAME/ , add a tab that says "Translations" under Activity/Plugins/Themes, above Favorites. With this, GTEs and PTEs should also have their assigned projects/locale listed here.

With 1, GTEs can check the progress of each project with a familiar screen.
2 is also beneficial for all *TEs. They can easily access & display their contribution status.

I know I'm requesting 3 things instead of one but the new profile tab is needed not only for CLPTE.

(Translator specific profile page could be an alternative to 2, if having such page on translate.wordpress.org makes more sense than profiles.wordpress.org)

As @ocean90 said, my 2nd option is resolved with #1664.

@tobifjellner I can create a page of CLPTE (something like https://make.wordpress.org/polyglots/team/clpte ?) and link to their profiles. There are currently 18 and the number won't grow so fast, managing it manually is ok for now and still useful info to have.
