downloads.wordpress.org shows a confusing 404 Not Found error

Description

A user on ​support forums was experiencing an issue with updating WordPress from the admin:

cURL error 6: Could not resolve host: downloads.wordpress.org

They went to the downloads.wordpress.org home page and saw the default nginx 404 Not Found page, assuming the server was indeed down.

"It's weird for a reputable CMS like WordPress to neglect their own update server" was the conclusion. Later, the issue was tracked down to DNS setup on their hosting.

Could we have that page redirect to ​https://wordpress.org/download/ or at least show some simple HTML with a link to the "Get WordPress" page?
