I have tried to check notification but it doesn't work properly. Please see screenshot

This is a piece of functionality from WordPress.COM.
If you're not logged-in at WordPress.com, then you'll get this behavior.
I'm closing this as worksforme.
If you want to suggest to Automattic that they ought to show a more relevant fail-message, then a good place for that would be https://github.com/Automattic/jetpack/issues

The Notifications module is something that can be active or inactive on individual sites in the network, according to how the users of that make site need things. I have deactivated it on the main make.w.org site, as that site is only a central hub for linking to the rest, not an active site.

But yes, you need a WordPress.com account to use the notifications bar. Most users of the make sites have them, so leaving that active for those users on those individual make sites is desirable.
