Grant 'Core Team' badge to 'core-developers' Noteworthy Contributors

In a chat with @sergey on Slack DM it was flagged that "It might be good idea to create a Meta ticket to give the badge to everyone who's been in the core-developers list since at least WordPress 5.0, and also to make it a regular process and part of the pre-release checklist."

Hence this ticket.

"For now, I've added an item under 'The Credits API should be updated':"

Everyone in the first Noteworthy Contributors section (named core-developers, though not limited to developers) should get a Core Team badge.

Fixed in [16008-dotorg]:

Profiles, CLI: Add support for auto-assigning core-team badge.

Users are taken from the 'core-developers' list within the credits object of the core credits API for the latest WP release.

The badge has been retroactively assigned to all users designated as such since WP 5.0.

Ex: wp wporg-profiles badge assign core-team --auto --url=https://profiles.wordpress.org

Fixes #5160.
