Description
Today I Googled "Wordpress download". The first search result returned was to https://en-gb.wordpress.org/download/, the second to https://rup.wordpress.org/download/. Because of the layout Google used, the second link appeared simply as "Download | WordPress.org ...", and so this was the link I clicked.
I believe it is a poor user-experience for end-users to be arriving at the "WordPress Armãneashce" site, and something to be avoided (unless that user is a Aromanian speaker). If nothing else, the presence of "Armãneashce" in the header looks slightly dodgy (as I was searching from the UK), and this site is poorly setup and seemingly unmaintained.
The language code on this site is set to rup-MK. rup is not a valid ISO 639-1 code, and so I believe Google is guessing the page as being English based on page content. (Note there is no ISO 639-1 code for Aromanian, so this cannot be changed).
I cannot find a language pack for this language on https://translate.wordpress.org/, and it doesn't look like the site content has been updated since 2016. It's my belief that this site has essentially been abandoned.
Given that this site seems to be unmaintained I'd like to suggest that rup.wordpress.org is either removed, hidden, or a noindex metatag applied to the whole site.
Removed the locale association.
