Stats for active plugins/themes per locale

I don't know if this data exist or can be extracted from current stats data.

I'm GTE for nb_NO.

To know which projects to prioritize, I need statistics. Global statistics may not be significant for a 0.2% "community" like Norwegian speakers.

I would like the stats pages under ​https://translate.wordpress.org/locale/nb/default/stats/ to show the most used plugins/themes in my locale.

I guess there must be a low limit here, or else the stats may be insignificant, like 0.01% or a fixed number using the locale.

While we don't currently have the stats for this, they can be generated.

Initially I thought that the top 500 plugins in most locales would be consistent, it turns out that it's not really the case.
I did a quick data export/match on the top 500 plugins in a few locales and then figured out how many of those plugins were in the top 500 plugins for all locales.

Locale	ja	zh_cn	nb_no	de_de
Match	48%	52%	76%	78%

ie. For Japanese and Chinese, roughly half of their top 500 plugins are also in the top 500 for all locales
For German and Norwegian roughly 75% of their top 500 plugins are also in the top 500 for all locales.

The top 50 plugins are roughly the same (different orders of course), and for german/norweigian the top 150 mostly match and then it starts to differ.

We can probably generate a list of the top x plugins for each locale, but we'll probably have to clean up our locale data first - We're currently tracking 3,500 different locales - most of which appear to be sites running incorrect locales, typo's, and plugins injecting bad locale values
