Add flagged user view

It would be beneficial to have a view that lists flagged users.

This would of course be a restricted view for moderators, and should show:

  • The flagged user
  • Who flagged them
  • When they were flagged
  • When they last interacted on the forum (most recent topic/reply)

There's no way of knowing how many flagged accounts exist, and this would help to not only keep tabs on that, but also to be able to more reliably check in on older flagged accounts and then more reliably remove their flag in a timely manner.

That is... way more than I expected.

So let's do some sanitizing, we can safely clear the flag on any account that's not been set after the migration (any without a reference to who set the flag), that should hopefully give us a more sane dataset to work with as well.

Now to this view we could also add "number of notes" and "date of latest note".
