Add 'HelpHub Contributor' role for on-boarding users.

Description
In HelpHub, we have two roles: HelpHub Manager and HelpHub Editor, but we need weaker persona who requires approval process to publish their contents.
When on-boarding new contributors, there are no way to restrict their publishing to pubic.
