The correct location of the CSS is here:
https://make.wordpress.org/polyglots/wp-content/plugins/handbook/stylesheets/callout-boxes.css
But in the <head>, this file is called.
https://make.wordpress.org/polyglots/wp-content/plugins/handbook/inc/stylesheets/callout-boxes.css
Here's an example of a handbook page that includes a callout.

Looks like changeset 9990 is still pointing to the old location with a relative path.
