Move customizer css for WordBlog (/news) to style.css.

Description
The customizer includes various styles for displaying posts on /news. These styles should be moved to /style.css and enqueued. This will bring more transparency to the code and allow others without .org permission to contribute.

At the moment, via the customizer, I do not see any additional CSS defined. This request may have predated the implementation of the wporg-news-2021 theme or someone has since merged any pertinent additional CSS into the theme.
