Plugin list pages such as http://wordpress.org/plugins/search.php?q=custom%20taxonomy show the plugin's rating but not the amount of people who have rated it. The amount of ratings is relevant in differentiating reliable well-tested plugins from less tested ones. Users might also be more forgiving of a low rating for a plugin if there is only a single rating.
For one example of where this is used, please see http://www.amazon.com/s/keywords=wordpress+plugin, where the third result I see has * (24) and the fourth * (2). While the average ratings seem equal, the additional information of the amount of ratings can make all the difference: the former is far more likely to be well-tested with votes from people other than the author's friends, but when one is wanting to be among the first who find the next holy grail, the latter is obviously the better choice.
